"Valery has officially served as Legal Advisor to the Gabonese Minister of Mines from (2011 to 2021). Currently, he is a consultant in international investments, comparative mining law and mining governance in Africa. At the national level, he was Vice-Chairman of the 2015 Mining Code Reform Committee and Chairman of the 2019 Mining Code Reform (Law regulating the mining sector in the Gabonese Republic). He led the group of experts who designed a win-win fiscal model that will allow the State to increase its mining revenues, with a positive impact on the socioeconomic development of the population. As such, the IMF considered that the fiscal model of the 2019 Mining Code was a good example of optimization of state revenues. Mr. Nzogue was the Gabon's expert for the amicable settlement of Belinga mining convention termination – one of the largest iron ore deposits in the world – and in charge of all the negotiations of manganese and iron ore mining conventions, post-reform. He was also head of the delegation of State Experts for the updating of the partnership between the Gabon and ERAMET. More substantially, he has to his credit the law on industrial activities and the law on standardization. At the continental level, Mr. Nzogue participated in 2010 in the drafting of the principles of the mining policy of the Regional Economic Program of CEMAC countries (Economic and Monetary Community of Central African States). In 2011, he chaired the Conference of Experts of APPA (African Petroleum Producers Association), for the review of the study on the harmonization of legislation of member countries, organized in Malabo. Since 2018, he has been an Associate Member of the CEMAC Mining Permanent Council. He is author of many publications in the Hague Yearbook of International Law. "
